The Project Economy

The Project Economy

Every new asset, product and way of working starts as a project. The project economy is the sum of that work, and of the investment, leadership and delivery behind it.

Project Economy Forum Dubai · 27–28 January 2027 · Dubai, UAE

Operations run the business. Projects change it.

The project economy is the share of an economy’s work that creates something new: every plant, product, system, building and transformation delivered through projects rather than routine operations.

In most organisations that work is split across separate functions: portfolio offices, capital projects, technology, R&D and transformation teams, each with its own language, methods and professional community. Operations tend to have one management system. The work that changes the organisation rarely does.

Project Economy Forum starts from the view that these are one discipline. A refinery, a drug pipeline and a digital platform are led by the same fundamentals, and the leaders behind them face the same four questions.

Eight areas. One discipline.

Each area is a discipline in its own right. Together they cover the full life of a project.

  1. 01

    Portfolio Leadership

Are we doing the right projects?

  2. 02

    Capital Projects

Will the asset be delivered on time and on budget?

  3. 03

    Transformation

    Is the organisation actually changing?

  4. 04

    Technology

Will the system deliver what the business needs?

  5. 05

    Research & Innovation

Which ideas deserve to become products?

  6. 06

    Funding & Governance

Who decides, and on what evidence?

  7. 07

    Delivery & Risk

What could stop us, and how early can we see it?

  8. 08

    Results & Value

Did we get what we paid for?

Decide. Fund. Deliver. Prove.

The full life of a project, and the four questions every project leader faces.

  1. 01Decide

What should we start, and what should we stop?

Portfolio selection and prioritisation: choosing the work that best serves strategy, and ending what no longer does.

  2. 02Fund

How do we fund it and govern it?

Capital allocation, business cases and governance: committing money on evidence, and keeping decisions under review.

  3. 03Deliver

How do we deliver on time and on budget?

Delivery, project controls, contracts and risk: turning commitments into assets, products and change.

  4. 04Prove

How do we prove it was worth it?

Value realisation: confirming that the investment delivered what it promised, and learning for the next decision.

Value is the finish line.

A project is complete when it delivers what it promised, not when it closes.

Value realisation, sometimes called benefits realisation, is the discipline of defining the value an investment is meant to create, tracking it through delivery and confirming it afterwards. It is the stage organisations tend to manage least, and the one that answers the question every funder eventually asks: did we get what we paid for?

Project Economy Forum is a global forum for the leaders who choose, fund and deliver major projects, programmes and portfolios, across capital projects, technology, R&D and transformation. It is organised by VOSTAD. Each Forum opens with a private Executive Dialogue, followed by a day on one stage that follows a project from first decision to final proof.

How does PPM connect to capital projects?

Portfolio management decides which projects an organisation takes on; capital projects are often the largest of them. The decision and the delivery belong to one system, which is why the Forum brings both into one room.

Better projects build better economies.
